Jakarta DPRD Calls for Ban on Dog and Cat Meat Distribution

TEMPO.CO, JakartaJakarta Regional House of Representatives (DPRD) member Francine Widjojo stated that the trade in dog and cat meat in the capital city should be banned. Francine supports Jakarta Governor Pramono Anung Wibowo's plan to issue a gubernatorial regulation (Pergub) regarding the ban.

Francine appreciates Pramono's intention to issue a gubernatorial regulation (Pergub) banning the distribution of non-food animal meat in the near future. "We at the Jakarta DPRD will help oversee the gubernatorial regulation and regional regulations (Perda) to stop the illegal distribution of dog and cat meat in Jakarta," said the Indonesian Solidarity Party politician in a written statement on Tuesday, October 14, 2025.

According to Francine, the dog and cat meat trade carries various risks, such as rabies. The threat of this disease, she said, is also often accompanied by abuse of the traded dogs and cats. "Besides health reasons, generally, traded dogs are often stolen and are often poisoned and abused by the perpetrators," Francine said.

Francine stated that the gubernatorial regulation banning dog and cat meat is currently in place, with the goal of making Indonesia rabies-free by 2030. She believes this regulation in Jakarta could serve as an example for other regions.

Governor Pramono previously stated that he would ban the trade in non-livestock meat in Jakarta. He specifically highlighted the ongoing dog meat trade in several areas of the capital.

According to Pramono, there has been public demand to make Jakarta dog meat-free. "So, dog meat is not for consumption in Jakarta," said the Indonesian Democratic Party of Struggle (PDIP) politician at Jakarta City Hall on Monday, October 13, 2025.

Pramono stated that he would implement the ban through a gubernatorial regulation. He stated that the regulation is targeted to be finalized within a month. Pramono stated that he has asked City Hall staff to draft the regulation.

Pramono revealed the plan to form a gubernatorial regulation banning the consumption of dog and cat meat after meeting with the Dog Meat Free Indonesia Coalition (DMFI). The NGO is an animal protection advocacy group working to stop the trade and consumption of dogs and cats in Indonesia.

Marry Ferdinandes, Chief Operating Officer of the DMFI Coalition, stated that the circulation of dog meat in Jakarta is still ongoing. "There are quite a lot of slaughterhouses in Jakarta, especially the largest ones in Cawang and Cibubur," said Ferdinandes during a press conference with Pramono.

According to Ferdinandes, approximately 9,000 dogs have been supplied to slaughterhouses in Jakarta per month since 2013. This figure is based on monitoring and investigations conducted by DMFI. The majority of these dogs, Ferdinandes said, come from West Java and Bali.
