
TEMPO.CO, Jakarta - The Ministry of Maritime Affairs and Fisheries (KKP) halted the reclamation project on two islands in Batam, Riau Islands: Kapal Besar Island and Kapal Kecil Island, due to a lack of PKKPRL (Approval of Compliance for the Utilization of Marine Spatial Planning).
The Director General of Marine and Fisheries Resource Surveillance (PSDKP), Pung Nugroho Saksono, led the installation of sealing buoys and the temporary suspension of reclamation activities on the two islands on Saturday, July 19, 2025.
"We, from the Ministry of Maritime Affairs and Fisheries, specifically PSDKP, are here today, Saturday, July 19th, on Kapal Besar Island, to temporarily suspend the reclamation and utilization of marine spatial planning that do not yet have PKKPRL from KKP," said Pung, also known as Ipunk, as reported by Antara on Saturday.
Kapal Besar Island and Kapal Kecil Island are Indonesia's outermost islands, directly bordering Singapore. From Kapal Kecil Island, the silhouette of tall buildings in Singapore is clearly visible.
Reclamation and marine spatial planning activities on the islands are being carried out by PT Dewi Citra Kencana, which shares ownership with PT Trituna Sinar Benua, the manager of hospitality services on Nirup Island.
According to Ipunk, every utilization of marine spatial planning must possess a PKKPRL permit from KKP. This permit is fundamental to ensuring that marine spatial planning activities align with overall marine spatial plans and do not negatively impact the environment.
Kapal Besar Island spans approximately 0.088 square kilometers (8.8 hectares), while Kapal Kecil Island covers about 0.018 square kilometers (1.8 hectares). Both are considered small islands, and their management requires a recommendation from KKP.
"These are small islands, meaning there must be reclamation recommendations and PKKPRL. This is what's being violated; the company must first comply, and activities shouldn't proceed until they show mutual respect for regulations," he explained.
Ipunk emphasized that PSDKP will oversee the temporary suspension, and the company must remain inactive until the issuance of both the PKKPRL and the recommendation for the utilization of small islands from KKP.
"We have satellites, as well as local surveillance posts that can observe activities here. We also have community surveillance groups (Pokmaswas) who serve as our eyes and ears," Ipunk stated.
Meanwhile, the reclamation site on Kapal Besar Island and Kapal Kecil Island is slated for the construction of a five-star hotel. "Once we have obtained all the permits, we will build a five-star hotel," said Rio Eko Putro, Legal Manager of PT Dewi Citra Kencana.
