TEMPO.CO, Jakarta - Indonesia’s Ministry of Finance reported that the realization of non-tax state revenue (PNBP) as of August 31, 2026, reached Rp435.1 trillion. This figure surged by 41.7 percent from last year's realization in the same period, which was Rp307 trillion.
PNBP has the highest growth rate of any revenue source, surpassing tax revenue, which grew by 24.1 percent, and customs and excise duties, which increased by 7.8 percent.
Finance Minister Suahasil Nazara explained that rising contributions from the Natural Resources (SDA) sector and Non-Tax State Revenue from Separated State Assets (KND PNBP) contributed to this increase.
Revenue from the natural resources sector, including oil and gas, increased by 58 percent, while non-oil and gas revenue rose by 81 percent. "We can see that the components of this PNBP are income from natural resources, reaching Rp194.6 trillion, which is almost 70 percent of the target," he said during a press conference on the state revenue and expenditure budget (APBN) in Jakarta on Friday, September 18, 2026.
Non-tax revenue surged even though the dividends from state-owned enterprises (SOEs) no longer enter the state treasury. The SOE dividends were transferred to Danantara and included in the KND PNBP position.
Suahasil explained that the government initially projected KND revenue of only Rp1.8 trillion because the country is no longer receiving dividends from SOEs. However, during the 2025 book audit process, the Ministry of Finance found that Bank Indonesia had a surplus, and according to the regulations, this operational profit will be transferred as separate state wealth revenue.
When preparing the mid-year report (lapsem) for the 2026 State Budget (APBN), the surplus amount was included, but the funds were not transferred. According to Suahasil, the surplus funds from Bank Indonesia have now entered the state treasury, accumulating in KND revenue.
As of August 31, PNBP reached 94.8 percent of the APBN target, or 75.7 percent of the projection or lapsem outlook. On the one hand, the oil and gas sector has the potential to increase its revenue due to rising oil prices. However, the current realization is only 58 percent of the projected amount. Non-oil and gas revenue strongly supported the outlook, achieving 81 percent or above the average total PNBP.
