TEMPO.CO, Jakarta - Bank Indonesia (BI) reported that 25 commercial banks hold high ratios of securities while simultaneously recording low loan disbursement levels. These banks maintain a macroprudential intermediation ratio (RIM) beneath the 84 percent threshold alongside a securities holding ratio exceeding 19 percent of total funding. Together, the securities held by these 25 lenders account for 48.4 percent of the banking industry's overall holdings.
BI has mapped domestic banks into four quadrants based on their respective ratio profiles. The 25 institutions featuring high securities holdings and low credit growth fall into Quadrant II.
"Looking at the second quadrant, it means that certain banks are making portfolio decisions driven by investment strategies," said Alexander Lubis, Director of BI's Macroprudential Policy Department, during a press briefing at the central bank's headquarters in Jakarta on Friday, August 28, 2026.
Lenders with high levels of both loan disbursement and securities ownership are grouped in Quadrant I, characterized by an RIM above 84 percent and a securities ratio exceeding 19 percent. A total of 34 banks belong to this category, holding an 11.7 percent share of overall securities.
Quadrant III comprises banks with an RIM under 84 percent and a securities ratio below 19 percent. This group includes 13 banks, representing 3.2 percent of total securities holdings. Meanwhile, Quadrant IV consists of lenders with an RIM above 84 percent and a securities ratio below 19 percent. A total of 44 banks fall into this quadrant, with a 36.8 percent share of total securities.
According to Alexander, securities holdings should serve as a liquidity buffer rather than an investment instrument for the banking sector. Therefore, BI has tailored its macroprudential liquidity incentive policies to accommodate varying liquidity conditions across banks.
Starting September 1, 2026, the central bank will offer incentives in the form of a 2 percent reduction in the Statutory Reserve Requirement (GWM) for lenders that keep their securities ratio below 19 percent. "If the securities ratio to total funding is under 19 percent, it indicates they require liquidity. So, we will add more incentives to encourage them to extend loans," Alexander explained.
BI will additionally provide a 4 percent financing incentive for banks committed to directing credit toward priority economic sectors. As a result, the maximum combined incentive available to eligible banks will reach 6 percent.
Tempo reached out to Indonesian Banks Association (Perbanas) Chairperson Hery Gunardi for comment on the policy. However, he had not responded to Tempo as of publication.
Previously, Perbanas Deputy Chairperson Lani Darmawan noted that the banking industry appreciates the central bank's incentive framework. However, she emphasized that loan disbursement depends heavily on market and consumer demand. "I think demand remains positive for corporate loans, but lending to small and medium enterprises remains relatively stagnant," Lani told Tempo on Tuesday, August 4, 2026.
