TEMPO.CO, Jakarta - During his visit to Saudi Arabia, the Chief Executive Officer (CEO) of Danantara Indonesia, Rosan Roeslani, reviewed more than 10 land options and three major projects in Mecca. This location is set to become a potential candidate for the construction of an Indonesian Hajj village in the Holy Land.
The Hajj village is designed to include accommodation facilities, a pilgrim service center, health clinics, and meeting spaces for spiritual guidance. "We are not only focusing on the distance to Masjid al-Haram, but also paying attention to the aspects of comfort, safety, and the suitability of facilities for pilgrims," stated Rosan in an official statement on Thursday, August 14, 2025.
The Minister of Investment and Head of the Investment Coordinating Board (BKPM) stated that the government's target is to ensure that all aspects are fulfilled, from technical to legal, and the sustainability of management.
During this visit, Rosan also met with the authorities of the Kingdom of Saudi Arabia, including the Royal Commission for Makkah City and Holy Sites (RCMC), which is responsible for planning, development, and improvement of service facilities in Mecca and the Holy Sites. Accompanied by the Hajj Organizing Board (BP), Rosan also held meetings with the Ministry of Hajj and Umrah and the Ministry of Investment of Saudi Arabia.
According to Rosan, the Saudi Arabian government recently announced a policy that opens opportunities for foreign entities, including institutions or companies, to own property in Mecca. The new regulations will give rise to several further provisions that are expected to be issued soon.
This policy allows Indonesia to have strategic assets in the Holy Land legally and safely. "We will move quickly to complete the stages and follow the processes required by the local authorities. We want to ensure that Indonesia is among the first parties to seize this opportunity," he stated.
This project is part of the government's major initiative to improve services for Hajj and Umrah pilgrims and strengthen the strategic relationship between Indonesia and Saudi Arabia. Rosan added that, in addition to its main function as an accommodation center, the pilgrimage village is expected to become a symbol of Indonesia's presence in Mecca.
Danantara will lead the construction of the pilgrimage village because the land will also be used for commercial purposes. The Saudi Arabian government has asked the Indonesian government to submit designs for the infrastructure of the pilgrimage village. The development design must be submitted by October 2025.
Previously, Rosan stated that the Saudi Arabian authorities had offered land for the construction of the Hajj village. The land for sale is located quite close to the Masjid al-Haram mosque in the city of Mecca. "Some of the land is adjacent to 8 plots in Mecca. Some are 1 kilometer away, and some are 2 kilometers away from Mecca," he said.
