TEMPO.CO, Jakarta - The Indonesian House of Representatives (DPR) has urged the government to focus on four key areas when drafting the 2027 state budget: revenue, spending, the fiscal deficit and debt, and transfers to regional governments.
DPR Speaker Puan Maharani outlined the priorities during the opening of the first parliamentary session of the 2026–2027 legislative year in Jakarta on Friday, August 14, 2026.
1. Revenue Must Not Hit Purchasing Power
Puan said the government should collect state revenue fairly without undermining household purchasing power or putting excessive pressure on businesses.
“State revenue must be collected optimally, but the burden must also be shared fairly,” Puan said.
She called for a revenue policy that strengthens state finances while taking into account its impact on consumers and businesses.
2. Focus on Quality Spending
The second priority, Puan said, is improving the quality and targeting of government spending.
She urged the government to ensure that budget allocations are directed toward programs that deliver measurable results rather than simply increasing spending.
“The state budget is not merely about numbers and programs. For the people, what matters is not the size of the budget, but how much it can improve their lives,” Puan said.
3. Manage Debt and Deficit Carefully
Puan also called for the fiscal deficit and government debt to be managed cautiously and responsibly.
She said every financing decision should take into account its potential benefits, risks and the burden it could create for future generations.
“Today’s policies must not leave an unfair burden on future generations,” she said.
4. Ensure Regional Transfers Deliver Results
The fourth priority is ensuring that transfers to regional governments help improve public services, strengthen local economies and narrow development gaps, Puan said.
She stressed that the success of the 2027 state budget should not be measured simply by the amount of money allocated, but by its impact on people's lives.
“The measure of our success in drafting the state budget is the extent to which policies, programs and funding can open the way for people to live better,” she said.
The DPR held the opening plenary session at the Nusantara Building in Jakarta on Friday, where President Prabowo Subianto delivered the government's statement on the 2027 state budget bill and its financial note.
