Indonesian Govt Uses Payment ID to Verify Social Protection Beneficiaries

TEMPO.CO, Jakarta - The Director General of Population and Civil Registration at the Indonesian Ministry of Home Affairs, Teguh Setyabudi, stated that the verification and validation of potential recipients of the social protection program will be done through Payment ID. He mentioned that there are two methods for data verification and validation: through digital population identity and through field assistants who help on the ground.

Teguh explained that together with the National Economic Council, they will test two distribution methods for assistance in September 2025. He emphasized that every beneficiary must have a bank account to receive the aid, whether they have a mobile phone or not. "This is part of the Civil Registration Office's effort to reform the Perlinsos program," stated Teguh on Thursday, August 14, 2025.

Tubagus Nugraha, the Executive Director of Policy Synchronization for National Priority Economic Programs at the National Economic Council, mentioned that citizens can apply for social protection through the authentication of digital population identity (IKD) on a digital portal, or through biometric/face recognition for those without phones.

He hoped that IKD would make it easier for citizens to access government digital services securely and seamlessly. "Applications will be automatically processed using integrated data sources (including Payment ID) through the Government Service Connector System (SPLP)," stated Tubagus on Wednesday, August 13, 2025.

National Economic Council Expert, Rahmat Danu Andika, added that the biometric authentication or face recognition process for people without phones can be done through field officer devices. This ensures that all beneficiaries continue to be served during the trial. "For beneficiaries without smartphones who cannot activate IKD," he said.

State Secretary Minister Prasetyo Hadi stressed that the digital payment system will not monitor personal transactions. As per regulations, the government will only monitor specific transactions. "The transactions that we will monitor together. The results of this monitoring will be regulated for what purpose," he stated at the State Palace in Central Jakarta on Wednesday, August 13, 2025.

He ensured that the monitoring of personal data was under applicable regulations. "Looking at personal data, there are already rules," he said. According to him, the state needs to know citizen transactions to detect suspicious activities, including ensuring that social assistance funds are used productively and not for online gambling. "For example, we will identify social assistance recipients. For instance, if there are recipients who are no longer eligible but still receiving assistance," he added.

According to Bank Indonesia, the Payment ID is part of the Indonesia Payment System Blueprint (BSPI) 2030 and is designed to be a unique code based on the National Population Registry Number (NIK) that will integrate all individual financial activities. "Payment ID will be the foundation of a transparent and responsible payment system," stated Dudi Dermawan, Director of the Payment System Policy Department at BI, during an Editors' Briefing in Labuan Bajo on Friday, July 18, 2025.

He noted that this system is a crucial step for the government to introduce a healthy and inclusive financial system. Payment ID can record and consolidate data from various financial sources such as bank accounts, credit cards, e-wallets, and online loans.

Dudi continued, explaining that this system enables the authorities to comprehensively understand a person's financial profile, including income, expenses, debt burden, and investments. "This Payment ID is very powerful," he said.
