TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto has presented reasons for eliminating bonuses for the directors and commissioners of state-owned enterprises (SOEs). He stated that certain SOE companies incurred losses due to unreasonable management.
The issue, according to Prabowo, involves finding an SOE commissioner who only attends meetings once a month but receives bonuses amounting to Rp40 billion.
"How can a commissioner who attends meetings once a month receive Rp40 billion annually in bonuses?" said Prabowo during the preliminary speech on the Draft State Budget Law for 2026 and Financial Notes at the parliamentary complex, Senayan, Central Jakarta, on Friday, August 15, 2025.
Bonuses are a portion of a company's profits that are given to directors, commissioners, and/or employees in appreciation of their performance. The provision of bonuses is usually based on a certain percentage of the company's net profit and decided at a general shareholders' meeting (RUPS).
Additionally, Prabowo highlighted that many SOEs have an excessive number of commissioners. He asked Danantara, the Investment Management Agency, to reduce the number of commissioners from the SOEs to a maximum of six. "If possible, 4 or 5 will suffice, and I will eliminate bonuses," he said.
Furthermore, the Head of State has instructed the commissioners to ensure the company receives benefits. He does not want any unreasonable profit. "The company's profit should be genuine profit, not based on unreasonable schemes," he stated.
The Chair of the Gerindra Party also mentioned that if any commissioner or director disagrees, they should resign.
The board of commissioners of SOEs and their subsidiaries is no longer allowed to receive bonuses and various other incentives. However, the board of directors can still receive these rights in accordance with applicable policies.
This regulation was stipulated by the Investment Management Agency of Danantara in an official letter numbered S-063/DI-BP/VII/2025. The letter dated July 30, 2025, was signed by Rosan Roeslani, the Chief Executive Officer of Danantara Indonesia.
Rosan Perkasa Roeslani stated that SOE could save Rp8 trillion by implementing the policy regarding the provision of bonuses for the board of commissioners of SOE.
"The savings are conservatively around Rp8 trillion per year. So our comprehensive study supports this," said Rosan in response to reporters' questions when met at the Indonesian Presidential Palace, Jakarta, on Wednesday, August 6, 2025, based on an interview recording received by Antara, Thursday, August 7, 2025.
