Southeast Asia Crime Index 2025: Which Country Has the Highest Crime Rate?

TEMPO.CO, JakartaCrime and security levels play a crucial role in determining a country's quality of life. According to the latest Crime Index report by Numbeo, Singapore ranks as the safest country in Southeast Asia, boasting the lowest crime rate.  

The Crime Index serves as a benchmark for measuring crime levels based on public and visitor perceptions. The data for this index is gathered through surveys conducted among users of Numbeo's website.

Each response in the survey is scored on a scale of -2 to +2, where -2 indicates a very negative perception of security, while +2 indicates a very positive perception.

To ensure more accurate results, Numbeo applies filtering mechanisms to avoid spam and ensure the authenticity of the data. The survey results are then presented on a scale of 0 to 100 for easier understanding and comparison between countries.

The Crime Index is regularly updated using data collected within the last 36 months. In addition, Numbeo also updates the index every six months to ensure that the data remains relevant to the latest conditions.

This index takes into account various aspects, such as public perception of the overall crime rate, feeling safe when walking during the day and night, as well as concerns about specific types of crime such as robbery, vehicle theft, physical violence, public harassment, and discrimination based on race, ethnicity, gender, or religion.

Furthermore, the Crime Index also assesses property crime rates, such as theft, vandalism, and robbery, as well as violent crimes including assault, murder, and sexual harassment.

Based on the latest report, here is the list of countries in Southeast Asia based on their crime index and safety index:

1. Cambodia

Crime Index: 51.3 | Safety Index: 48.7

2. Myanmar

Crime Index: 50.9 | Safety Index: 49.1

3. Malaysia

Crime Index: 48.9 | Safety Index: 51.1

4. Indonesia

Crime Index: 46.0 | Safety Index: 54.0

5. Philippines

Crime Index: 43.1 | Safety Index: 56.9

6. Vietnam

Crime Index: 40.8 | Safety Index: 59.2

7. Thailand

Crime Index: 37.3 | Safety Index: 62.7

8. Brunei

Crime Index: 29.3 | Safety Index: 70.7

9. Singapore

Crime Index: 22.6 | Safety Index: 77.4

From this data, Singapore emerges as the safest country with the lowest Crime Index at 22.6, and the highest Safety Index at 77.4. The security in Singapore is attributed to stringent law enforcement and advanced security systems.

Conversely, Cambodia has the highest crime rate with a Crime Index of 51.3.
