TEMPO.CO, Jakarta - The Association of Online Motorcycle Taxi Drivers (Ojol) Garda Indonesia stated that the government's plan to implement a work from home (WFH) policy is at risk of reducing the income of drivers. Therefore, the Association urges the government to issue a Presidential Regulation (Perpres) on a 90:10 profit-sharing scheme to mitigate this risk.
The General Chair of Garda Indonesia, Raden Igun Wicaksono, expressed that based on the association's calculations, the WFH policy could reduce income from ride-hailing services by around 10-30 percent. He stated to Tempo on Sunday, March 22, 2026, "To preserve this income, we are eagerly awaiting the issuance of the 90:10 profit-sharing regulation for ride-hailing drivers."
The 90:10 profit-sharing Perpres has long been advocated by online motorcycle taxi drivers. This regulation would allow online motorcycle taxi drivers to receive 90 percent of the profit, with the maximum share for the application companies being 10 percent.
According to Igun, even before the WFH discussion or before Eid al-Fitr, drivers' income had already decreased due to several factors. Firstly, there are still application deduction fees imposed by major application companies, ranging from 20-50 percent. "Some even reach 50 percent," he added.
Secondly, the issue of pick-up points. With an increasing number of drivers but an insignificant increase in passengers, there is an imbalance between supply and demand. As a result, many drivers pick up passengers from distances of 3-5 kilometers away. However, according to Igun, payments are only calculated based on the distance to the drop-off point, not the pick-up point. The distance to the pick-up point is not taken into account.
He hopes that the government will not delay the implementation of the profit-sharing Perpres, as drivers need a legally guaranteed income amidst the WFH policy. "We hope that this WFH initiative will be a momentum for the issuance of the 90:10 profit-sharing Perpres," he added.
Previously, the Minister of Transportation, Dudy Purwagandhi, revealed that the regulations on this matter are still under discussion in the Ministry of State Secretariat. "The ride-hailing Perpres is currently being discussed at the State Secretariat. So perhaps it will be updated to us by the Minister of State Secretariat," said Dudy in Jakarta, Tuesday, January 20, 2026, as quoted from Antara.
He stated that the ride-hailing Perpres involves various parties, thus requiring time for the government to refine the policy.
