Banyuwangi Wind Power Plant Targets 2028 Operation

TEMPO.COJakarta - The construction of a 200-megawatt (MW) Wind Power Plant (PLTB) in Banyuwangi has secured backing from German energy company WPD. This project aligns with the Indonesian central government’s program to develop Renewable Energy Power Plants.

Ipuk Fiestiandiani, the Regent of Banyuwangi, stated that the wind power plant's development is a crucial effort toward achieving energy independence and the national goal of net zero emissions.

"The PLTB is an environmentally friendly power plant; it does not produce greenhouse gas emissions or air pollution," Ipuk remarked in a written statement on Tuesday, November 18, 2025.

The Banyuwangi PLTB will directly support the national drive for carbon emission reduction and the transition to clean energy as mandated by the central government. "This PLTB will contribute significantly to the national clean energy supply," Ipuk added.

Project Partners and Site Selection

The PLTB is projected to commence operations by 2028. The announcement follows a meeting between Regent Ipuk and representatives from WPD, the German energy company. At the meeting on Monday, November 17, 2025, Hans Christoph Brumberg, the Managing Director of Asia Pacific for WPD, presented the construction plans for the PLTB.

"Our company has decades of experience in wind energy in Germany. We observe the potential for renewable energy development in Indonesia. Consequently, we came here to identify locations, and we chose Banyuwangi," said Hans.

He affirmed that the selection of Banyuwangi as the construction site was a result of careful assessment. One primary reason is that Banyuwangi satisfies the necessary criteria for wind energy generation.

"Indonesia is a large country with many solar resources. But for wind, we need to search very carefully. In Banyuwangi, we discovered a very attractive and interesting potential location, positioned close to the coast and at the foot of the mountains," he explained.

The planned PLTB is designed to produce up to 200 megawatts of electricity, powered by 25 to 30 wind turbines. "We are currently in the initial phase of project realization. One activity is conducting measurements to verify the potential of wind resources," he confirmed.

The Banyuwangi PLTB project has been scheduled across structured phases from 2024 to 2028. Activities began with project preparations, the collection of wind data, and location assessments.

"From 2024 to 2025, the focus is to ensure technical and administrative feasibility," stated Partana, the Head of the Investment and Integrated One-Stop Service Office (DPMPTSP) of Banyuwangi Regency. In 2026–2027, the primary focus will transition to the construction of PLTB infrastructure.

"All of these activities are targeted to be completed by the end of 2028 and will achieve the Commercial Operation Date (COD)," Partana concluded.
