Indonesia's Forestry Ministry Addresses Industrial Plantation Forests at COP30

TEMPO.CO, Jakarta - Indonesia's Director General of Sustainable Forest Management of the Ministry of Environment and Forestry, Laksmi Wijayanti, stated that Industrial Plantation Forest (HTI) plays a strategic role in supporting the energy transition. As a key speaker in the session titled 'The Future of Industrial Plantation Forest in Contributing to Renewable Energy: Raw Materials and Investment' at the Indonesia Pavilion during COP30, she invited the world to view HTI not only as a wood producer, but also as the backbone of green economy.

"The Indonesian government is directing the management of HTI to actively participate in the energy transition by producing biomass and bioenergy raw materials, replacing fossil-based materials with renewable resources," she said in a statement at Belem, Brazil, quoted from the Ministry of Environment and Forestry on Saturday, November 15, 2025.

According to Laksmi, the transition process requires significant green investment support. She claimed that the government has created a conducive investment climate through legal certainty and concessions based on sustainability principles, provision of green incentives, and inclusive partnership schemes involving local forest communities.

In the same session, Laksmi also emphasized the Legal Verification and Sustainability System (SVLK), which serves as a 'green passport' to ensure the traceability, legality, and sustainable production of forest products, including biomass. The system is said to be in line with the Nationally Determined Contribution (NDC) and international agreements such as FLEGT-VPA - a bilateral agreement between the European Union and timber exporting countries.

Laksmi urged all forestry stakeholders to collaborate in strengthening research, harmonizing sustainability standards, and accessing green financing and technology. "The future of HTI is not only about raw materials, but also about creating sustainable livelihoods and a carbon-free energy system," she said.

Behind the campaign for the excellence of HTI, civil society organizations still complain about the forest management system. A report from the Civil Society Coalition in 11 provinces in April 2025 revealed violations by 33 HTI corporations. The described conditions were exactly the same as in a similar report in 2022.

Deputy Coordinator of Jikalahari in Riau, Datuk Aldo, stated that the corporations were spread across Riau, Jambi, North Sumatra, West Sumatra, South Sumatra, Bangka Belitung, North Kalimantan, West Kalimantan, Central Kalimantan, East Kalimantan, and Papua. The latest report was based on monitoring from December 2023 to March 2025. "HTI corporations continue to damage forests and conflict with indigenous and local communities," said Aldo to Tempo.
