TEMPO.CO, Jakarta – The head of the Financial Transaction Reports and Analysis Centre (PPATK), Ivan Yustiavandana, announced a plan to block digital wallets or e-wallets that show signs of being used for online gambling. He noted that deposits for online gambling made through e-wallets have already reached Rp1.6 trillion across 12.6 million transactions.
"We have handled many cases relating to e-wallets," Ivan said on Sunday, August 10, 2025.
He clarified that this blocking policy would apply to both active and dormant e-wallet accounts. Ivan also mentioned that the procedures for handling fintech and e-wallet accounts differ from those for dormant accounts at conventional banks.
Previously, PPATK had implemented a policy to block bank accounts that had been inactive for three months. The coordinator of the PPATK Public Relations Substantive Group, M. Natsir Kongah, revealed in an official statement on Tuesday, July 29, 2025, that there were over 140,000 inactive accounts—dormant for more than 10 years—with a combined value of Rp428.61 billion.
PPATK stated that many dormant accounts have been exploited for illegal activities, such as buying and selling accounts for money laundering.
"To protect the public and the financial system, PPATK temporarily halts transactions on a number of dormant accounts," the agency wrote on its @ppatk_indonesia Instagram account on Wednesday, July 23, 2025.
The Link Between E-Wallets and Online Gambling
Throughout 2023, PPATK received reports from banks about 12,097 accounts and 7,577 digital wallets suspected of being used for online gambling deposits.
In 2024, PPATK identified and reported five e-wallet companies that were found to facilitate online gambling: PT Espay Debit Indonesia Koe (DANA), PT Visionet Internasional (OVO), PT Dompet Anak Bangsa (GoPay), PT Fintek Karya Nusantara (LinkAja), and PT Airpay International Indonesia (ShopeePay).
Budi Arie stated that the use of these digital wallets for online gambling transactions was often flagged by a sudden surge in top-up transactions. Additionally, these transactions were frequently one-way, with money only being deposited into the accounts and no outgoing transactions recorded.
The total value of these transactions reached trillions of rupiah, as detailed below:
PT Espay Debit Indonesia Koe (DANA): Rp5,371,936,767,944 across 5,243,370 transactions.
PT Visionet Internasional (OVO): Rp216,620,290,539 across 836,095 transactions.
PT Dompet Anak Bangsa (GoPay): Rp89,240,919,624 across 577,316 transactions.
PT Fintek Karya Nusantara (LinkAja): Rp65,450,310,125 across 80,171 transactions.
Airpay International Indonesia (ShopeePay): Rp6,114,203,815 across 33,069 transactions.
From July 2023 to May 2025, the Ministry of Communication and Digital has also taken action by submitting 14,478 bank account numbers and 2,188 e-wallet accounts to the Financial Services Authority (OJK) and Bank Indonesia (BI) for handling due to their involvement in online gambling transactions.
