
TEMPO.CO, Jakarta - The Indonesian government has issued a formal warning to Google over YouTube’s failure to comply with the country’s new child protection rules for digital platforms, Communications and Digital Minister Meutya Hafid said on Thursday.
Speaking at the Ministry of Communication and Digital Affairs (Komdigi) in Central Jakarta, Meutya said the government had given Google a “red mark” after an April 7 compliance review found that YouTube had not met its obligations under the regulation and had not shown a clear commitment to comply in the near term.
“The government has given Google, which oversees YouTube, a red mark. Based on the inspection by the Directorate General of Digital Space Supervision on April 7, YouTube was found not to have fulfilled its compliance obligations and has not indicated any willingness to comply with the applicable law in the near future,” Meutya said.
The sanction relates to Google’s non-compliance with Government Regulation No. 17 of 2025 on the Governance of Electronic Systems for Child Protection, known as PP Tunas, which took effect on March 28, 2026. The rule is part of Indonesia’s push to strengthen child safety online, including tighter age-based restrictions on access to certain digital platforms.
Under Communications and Digital Ministry Regulation No. 9 of 2026, the implementing rule for PP Tunas, platforms that fail to comply can face escalating administrative sanctions, ranging from written warnings and temporary access suspensions to a full access ban.
Following that procedure, Google received a written warning letter from the ministry’s Director General of Digital Space Supervision.
“Sanctions are imposed in stages, while we still hope to see a change in Google’s position. For today, we are issuing a warning letter,” Meutya said.
Google’s case stands in contrast to Meta, which the government said has fully complied with PP Tunas. Meutya said the government welcomed Meta’s decision to enforce restrictions on under-16 users across Instagram, Facebook, and Threads.
As of 05:50 PM Jakarta time on Thursday, three platform owners had fully complied with the regulation: Meta Platforms, X, and Bigo Live, according to the ministry.
PP Tunas was officially enforced on March 28, 2026, with its initial implementation covering eight major platforms: Instagram, Facebook, Threads, X, Bigo Live, YouTube, TikTok, and Roblox.
