Minister Yassierli Pushes for Informal Worker Protection Law in Indonesia

TEMPO.CO, Jakarta - Indonesian Minister of Manpower Yassierli hopes that the government and the House of Representatives will pass a law regarding gig and informal workers. "We are still waiting whether this will become part of the initiative for 2026," said Yassierli in a working meeting with Commission IX of the House of Representatives, broadcasted live on YouTube, Thursday, April 9, 2026.

However, for now, Yassierli said that the Ministry of Manpower is still focusing on social security facilities for informal workers. One of them is granting a 50 percent discount on work accident insurance premiums and death benefits for non-wage workers in the transportation sector.

With this 50 percent subsidy, Yassierli hopes that the participation of informal workers in the Social Security Agency (BPJS) can increase, so that couriers and online motorcycle taxi drivers are guaranteed work accident insurance and death benefits. The discounted premiums are valid for 15 months, from January 2026 to March 2027.

In addition to discussing plans to draft regulations for informal workers, Yassierli reported the progress of the plan to draft a new manpower law as a follow-up to Constitutional Court Decision Number 168 of 2023.

Yassierli said that last year, the Ministry of Manpower absorbed aspirations for the formation of laws from 2,000 parties, including employers, labor unions, workers' unions, academics, and local governments. The absorption of aspirations was carried out in 13 regions out of 38 provinces in a hybrid manner.

From that number, 800 people represented the confederation and federation of workers' and labor unions throughout Indonesia.

The aspirations submitted include wage policy, fixed-term employment contracts (PKWT), outsourcing, layoffs, more adaptive, fair, and sustainable industrial relations governance, job classification, and supervision systems.

During the discussion of the new Manpower Law, Yassierli confirmed that another public consultation would be held to refine the input from stakeholders.

Yassierli also encourages the involvement of labor unions, workers' unions, and employers in the discussion of the Manpower Bill initiated by the House of Representatives.

Yassierli said that the Ministry of Manpower will issue technical operational policies and regulations in line with the Constitutional Court's decision. "We hope this could possibly serve as a bridge towards a new manpower law or merely fill the regulatory vacuum that currently exists," he said.
