The Mystery of the Raja Juli Antoni Envelope

The return of the envelope by Minister Raja Juli leaves many unanswered questions. The motive for giving the money must be uncovered.

ALTHOUGH it happened more than a month ago, the return of the envelope for Forestry Minister Raja Juli Antoni still leaves many questions unanswered. Not only why the envelope was returned, but also the reason why it was done this way, obscuring the fundamental principle of eradicating corruption.

The explanation by Raja Juli at a press conference on Friday July 3, 2026, only added to the questions. He said that he found the envelope on his desk after a visit from Suhardiman Amby, the Regent of Kuantan Singingi, Riau, the day before. He claimed that he returned the envelope to the person who gave it to him 10 days later without looking inside it. But why did he not use the mechanism for reporting gratuities laid down in law?

Everything given to state administrators should be treated as a suspected gratuity until proved otherwise. This regulation exists to stop officials defining for themselves whether a gift is a gratuity. Any possible gratification must be reported to the Corruption Eradication Commission (KPK) so that it can be assessed objectively.

But there are many irregularities in the chronology as described by Raja Juli. He claims that he wanted to return the envelope on June 5, 2026, but only did so a week later because his adjutant was on official duties. Even stranger, the envelope was returned at Kuantan Singingi Police headquarters despite there being no legal obligation to involve the police in reporting gratuities.

And it is increasingly difficult to assuage public suspicions because Raja Juli only gave his version of the facts after Suhardiman was caught in a KPK sting operation on June 29-30, 2026. Investigators already knew about the handing over of the envelope before the sting operation was launched. Transparency should not simply be a response to public pressure or demands from investigators, but a binding obligation on all state administrators.

At their meeting, Raja Juli and Suhardiman discussed the reallocation of forest land through the land objects for agrarian reform (TORA) program, which is aimed at increasing public access to land. But investigators discovered alleged illegal levies in relation to the management of this program. It is suspected that people were asked to collect money through a village cooperative to be handed over to Forestry Ministry officials.

These allegations cannot be regarded as nothing more than an administrative violation. If the S$14,000 really did come from people applying the agrarian reform program, it is no longer simply an administrative transgression. The program, which was planned to help people, appears to have been turned into a means of abusing authority.

No less serious are the alleged leaks of information regarding the investigation. According to Suhardiman, on June 11, 2026, some three weeks before the sting operation, he found out about the KPK investigation of the origins of this envelope. He said that he received this information from Kuantan Singingi Police, who are believed to have tipped off Raja Juli. It is difficult to ignore the suspicion that the hasty return of this envelope was a response to leaks about the investigation.

The KPK should thoroughly investigate the reason why the envelope was given and whether this was in relation to the authority of the Forestry Minister. This case must not end at the mystery of the envelope changing hands. Investigators must also uncover the motive behind the giving of the money.
