TEMPO.CO, Jakarta - The United Nations has declared that attacks on the UN Interim Force in Lebanon (UNIFIL) peacekeepers constitute a violation of UN Security Council Resolution 1701, adopted on August 11, 2006, following the Lebanon War.
"We obviously have the presence of the IDF in Lebanon, which constitutes a violation in itself. And all the attacks against peacekeepers are, similarly, violations," said UN Under-Secretary-General for Peace Operations Jean-Pierre Lacroix at UN Headquarters in New York, as quoted from Antara.
In a video recording received in Jakarta on Tuesday, Lacroix emphasized that UN Security Council Resolution 1701 is a political platform that serves as a foundation for achieving a long-term solution to the situation in southern Lebanon.
"So based on resolution 1701 and international law, it's clear that we have many violations," Lacroix asserted.
He stated that the UN is in contact with troop-contributing countries, including Indonesia, and that all parties continue to uphold UN Security Council Resolution 1701.
"There cannot be a military solution. There has to be a political solution. The framework is there for a political solution," Lacroix said, referring to the resolution.
UNSC Resolution 1701 was adopted to end the 2006 Lebanon War, which lasted 34 days between Israel and Hezbollah. The resolution also provided a framework for a permanent ceasefire and a long-term solution based on the establishment of a buffer zone in southern Lebanon.
Some of Resolution 1701's points include requiring Israeli forces to withdraw from southern Lebanon, while Lebanese forces and UNIFIL are deployed throughout the region.
Furthermore, the resolution authorizes UNIFIL to increase its strength to a maximum of 15,000 personnel, with an expanded mandate to monitor the ceasefire and support the Lebanese army.
Another point is the need to disarm all armed groups in Lebanon and ensure that no weapons or authorities other than those of the Lebanese state are in possession of them.
The resolution also requires that the area between the Blue Line (the 120-kilometer line of demarcation between Lebanon and Israel) and the Litani River be free of any armed personnel, assets, and weapons, other than those of the Lebanese Government and UNIFIL.
An Indonesian UNIFIL peacekeeper was killed by artillery fire near the Indonesian UNIFIL contingent's position near Adchit Al Qusayr, southern Lebanon, on Sunday.
Private Farizal Rhomadhon was confirmed dead in the incident, while three other personnel, Private Rico Pramudia, Private Bayu Prakoso, and Private Arif Kurniawan, were injured.
The UN reported that another two Indonesian UNIFIL peacekeepers were killed and two others were injured in an attack on a UNIFIL logistics convoy near Bani Hayyan in southern Lebanon the next day on Monday.
