TEMPO.CO, Jakarta - Member of the House of Representatives (DPR) Comission I, Tubagus Hasanuddin, is questioning the involvement of Indonesian National Armed Forces (TNI) personnel in tax compliance supervision activities. He stated that TNI participation should be accompanied by relevant reasons and explanations to minimize negative public speculation.
He mentioned that involvement is possible as long as it adheres to applicable provisions, referring to Law Number 3 of 2025 concerning TNI, particularly related to non-war military operations (OMSP).
"However, what are the reasons? Is it due to personnel shortages or are there other obstacles in implementing taxpayer supervision?" Hasanuddin said via WhatsApp message on Tuesday, July 21, 2026.
He noted that, if TNI involvement in taxpayer supervision is deemed urgent, it should not be implemented immediately in the field.
According to him, personnel still need to be adequately briefed on their duties, including applying an approach that prioritizes public service to avoid creating an intimidating impression.
"The presence of TNI personnel in uniform should not create fear or intimidation. The approach must remain humane and educational," said the PDIP politician.
The involvement of TNI personnel in overseeing taxpayer compliance is outlined in the Circular Letter of the Director General of Tax Number SE-8/PJ/2026 regarding Guidelines for Taxpayer Compliance Supervision.
Dated July 15, 2026, this document formally includes non-commissioned officers serving as village or sub-district development instructors (babinsa) and members of the police force responsible for public order and security (bhabinkantibmas) as part of tax supervision.
The Ministry of Finance stipulates that babinsa and bhabinkantibmas can accompany tax officials when gathering taxpayer information in villages or sub-districts.
Director of Taxation Information, Services, and Public Relations at the Directorate General of Tax, Inge Diana Rismawanti, explained the function of the circular letter regarding TNI and police involvement in taxpayer supervision.
"The circular letter serves as an internal guideline for the officials of the Directorate General of Tax," said Inge when contacted on Monday, July 20, 2026.
She claimed that Babinsa and Bhabinkantibmas are not present during taxpayer supervision to conduct inspections or enforce the law. "Their involvement should not give rise to perceptions of intimidation," said Inge.
