TEMPO.CO, Jakarta - In two consecutive meetings at the Presidential Palace, the topic of a fifth amendment to the 1945 Constitution became a subject of discussion between President Prabowo Subianto and his guest, People’s Consultative Assembly (MPR) Speaker Ahmad Muzani. At the latest meeting, on Tuesday, December 2, 2025, Prabowo asked the MPR to reopen talks on constitutional amendments. “There needs to be a little more discussion,” Muzani said after the meeting.
Muzani, who also serves as Secretary of the Advisory Board of the Gerindra Party, the party led by Prabowo, declined to disclose details of the 90-minute conversation.
The previous meeting took place on Monday, November 10, 2025. At that time, in addition to discussing constitutional amendments, Muzani conveyed the MPR leadership’s wish to meet Prabowo to discuss the continuation of deliberations on the State Policy Guidelines (PPHN). To date, Prabowo has not agreed to that meeting. The guidelines were finalized by the MPR during the 2019-2024 term.
The PPHN is essentially a replica of the General Outlines of State Policy (GBHN), first adopted by the Provisional People’s Consultative Assembly in November 1960. Thereafter, the GBHN was set every five years by the MPR. The GBHN ceased to apply after the 1998 Reformasi.
