
TEMPO.CO, Jakarta - Online motorcycle taxi drivers, commonly known as ojol in Indonesia, will be categorized as micro-scale entrepreneurs, allowing them to access government support and business incentives, Minister of Cooperatives and Small and Medium Enterprises Maman Abdurrahman said.
"They are entitled to receive all the incentives and facilities available for micro-businesses," Maman said at the Smesco building in South Jakarta on Wednesday, July 1, 2026.
What Benefits Will Ojol Drivers Receive?
Under the new status, ojol drivers will be eligible for facilities provided to micro-businesses, including income tax exemption for earnings below Rp500 million.
They will also gain access to government empowerment programs aimed at developing business opportunities beyond their work as motorcycle taxi drivers. These programs include financing access through the People's Business Credit (KUR), business capacity-building initiatives, and training.
Although ojol drivers will be eligible to apply for KUR, Maman said the government has no plans to increase the current loan ceiling of Rp500 million.
Who Will Be Covered by the Policy?
Maman emphasized that the policy will only apply to two-wheeled passenger transport services. Other online transportation sectors, such as online taxi drivers and courier services, will not be included.
"We want to ensure this policy benefits our ojol partners. Later, we will reorganize the other categories," Maman said.
He explained that micro-enterprise status will automatically apply to online motorcycle taxi drivers. However, he encouraged drivers to gradually complete administrative requirements, including obtaining a Business Identification Number (NIB).
"We will not prioritize NIB registration at the beginning," he said, adding that the requirement should not become an additional burden for drivers.
Policy Still Being Coordinated
Maman said granting micro-entrepreneur status has been one of the main demands from online motorcycle taxi driver associations. He said the proposal had been submitted to the Ministry of Transportation and ride-hailing application providers.
The government will continue coordinating with application companies and online motorcycle taxi drivers to discuss the technical implementation of the policy.
Meanwhile, responding to the Ministry of Manpower's plan to change the status of online motorcycle taxi drivers from partners to employees, Maman said the issue remains part of the government's ongoing policy discussion.
"The government wants to determine what is best for our ojol drivers," said the Golkar Party politician.
