China to Restrict Exports of Advanced AI Models Worldwide

TEMPO.CO, Jakarta - The government of China is reportedly preparing a policy to restrict the export of the most advanced artificial intelligence (AI) models to the international market. This step is seen as an effort by Beijing to tighten its control over AI technology, which is now considered a national strategic asset.

Several reports mentioned that the Chinese government has been in discussions with major technology companies such as Alibaba, ByteDance, and Z.ai regarding the mechanism to restrict access to their AI models for users outside the country.

Over the past year, Chinese AI companies have expanded their global market share by offering low-cost AI models, including through open-source models. One of the most prominent models is the R1, which is owned by DeepSeek. It is considered a competitor to OpenAI's ChatGPT and Google's Gemini because of its competitive pricing and capabilities.

However, Beijing now considers advanced AI technology to need to be under state control. Therefore, the restrictions will target both closed-source and open-source AI models.

"Any kind of leak or theft of AI technology will be an offence under the strict Chinese national security regulations," according to Huawei Central report on Thursday, July 9, 2026.

Nevertheless, the details of the policy are still under discussion. It is not yet certain whether the new regulations will only apply to AI models developed in the future or will also include previously released models.

The report also did not disclose when the policy will come into effect. If implemented, the restrictions are expected to reshape the global AI industry landscape and potentially increase technological tensions between China, the United States, and its allies.
