TEMPO.CO, Jakarta - Indonesia's Ministry of Hajj and Umrah proposed a financing scheme for the 2027 hajj pilgrimage, with hajj hopefuls only paying 40 percent of the Hajj travel costs.
Meanwhile, the remaining 60 percent will be covered using the benefit value from the Hajj Financial Management Board (BPKH).
Indonesian Deputy Minister of Hajj and Umrah, Dahnil Anzar Simanjuntak, said the scheme ensures Hajj cost (BPIH) adjustments will not add to pilgrims' burden.
"So, if the hajj cost amounts to Rp107 million, the pilgrims will pay around Rp42.8 million. Meanwhile, the BPKH benefit value pays for around Rp64.2 million," Dahnil said on Wednesday, as quoted from his official statement.
This proposal contrasts with the financing composition in the previous year, with pilgrims bearing around 62 percent of Hajj costs.
The 40-60 scheme is possible, according to Dahnil, based on Hajj funds accumulated when hajj departure was delayed by the COVID-19 pandemic in 2020 and 2021, as well as the limited departures in 2022.
Earlier, the government proposed to raise the average hajj cost (BPIH) for 2027 to be around Rp107.34 million per pilgrim, up by Rp19.93 million from the previous year.
BPIH is the total cost inferred from hajj pilgrimage, not to be mistaken with the direct payment required from hajj hopefuls (Bipih).
Still a Proposal
Nevertheless, Dahnil emphasized that the proposal is not final, awaiting thorough discussion between the government and the Indonesian House of Representatives.
"After the Hajj Implementation Cost Working Committee is formed, the government will discuss cost components with DPR, including the BPIH amount and its financing composition," said Dahnil.
In response to this proposal, the chair of the DPR Commission VIII, Marwan Dasopang, said the parliament has received the initial proposal of BPIH 2027 for Rp107,340,172.02 per pilgrim. Commission VIII immediately moved to establish the BPIH Working Committee to critically and comprehensively review the proposal.
