OIC Parliamentary Union Wraps Up with Jakarta Declaration

TEMPO.CO, Jakarta - The 19th Conference of the Parliamentary Union of the OIC (PUIC) was officially closed on Thursday, May 15, 2025. Indonesian House Speaker, Puan Maharani, stated that the inter-parliamentary conference of Muslim-majority countries resulted in several recommendations named the Jakarta Declaration.

"The Jakarta Declaration was agreed upon, supporting all diplomatic and reconciliatory efforts in settling regional conflicts involving PUIC member states," said Puan Maharani in a press conference following the four-day conference held at the parliamentary complex in Senayan, Jakarta. The conference was attended by 9 parliamentary speakers, 14 deputy speakers, and 9 international organizations as observers.

According to Puan, one of the main points of the Jakarta Declaration is to support diplomacy in resolving inter-country conflicts. In particular, Puan highlighted the resolution in the declaration that calls for Palestinian independence.

Puan mentioned several points in the Jakarta Declaration resulting from this PUIC session. Here is the summary of the resolutions, as compiled by Tempo:

1. Reaffirming the centrality of the Palestinian Struggle.

2. Demanding a complete cessation of the ongoing Israeli military attacks in Palestine and the immediate release of Palestinian prisoners held unlawfully and arbitrarily by Israel.

3. Fully supporting the State of Palestine's role as an independent and sovereign state in various multilateral forums and supporting international efforts to promote a two-state solution.

4. Warning against Israel's dangerous intentions, as an occupying power, to annex the Palestinian territories still under occupation and rejecting all forms of Palestinian forced displacement or annexation of Palestinian land.

5. Urging the PUIC Member Parliaments and the global community to encourage their governments to make diplomatic efforts in the international political arena to pressure all countries to impose sanctions and isolate Israel as an occupying power.

6. Urging the International Criminal Court to conduct investigations into war crimes and crimes against humanity by Israeli officials.

7. Recommending that the PUIC strengthen its engagement with parliamentary organizations from other regions, especially the European Parliament and the U.S. Congress.

8. Deciding to enhance inter-parliamentary cooperation, capacity building support, and initiatives, and sharing knowledge through collaborative platforms among the PUIC Member States.

9. Calling on Member Parliaments of the PUIC to actively combat Islamophobia, xenophobia, intolerance, and all forms of discrimination.

10. Supporting peaceful resolutions to conflicts in various regions, particularly those affecting Muslim communities, through diplomacy, dialogue, and reconciliation.

11. Welcoming the OIC's response to the ceasefire between the Islamic Republic of Pakistan and the Republic of India.

12. Calling for increased bilateral and multilateral cooperation between OIC and PUIC member countries.

13. Sustainable investment in education, scientific research, empowerment of women and youth in the Islamic world.

14. Increasing intra-OIC trade by prioritizing partners from OIC member countries and expanding the use of local currencies as a means of trade payment.

15. Technological cooperation and digitization, the development of knowledge-based institutions.

16. Inter-parliamentary exchanges within the PUIC.

17. Calling on Member Parliaments to enhance legislation and policies supporting the digital transformation of governance.

18. Establishing a joint parliamentary mechanism to enhance cybersecurity in member countries and combat campaigns of misinformation and digital hate speech against Muslim communities.

19. Affirming the urgent need for comprehensive institutional reform of the PUIC to become an effective platform and inter-parliamentary organization for the Muslim world.

20. Strengthening the mandate, performance, and efficiency of the PUIC.

21. Enhancing PUIC coordination mechanisms.

22. Promoting inclusivity in governance and the mission of the PUIC.

23. Drafting the PUIC Programme of Actions as a guiding document for the Secretariat and the Member Parliaments of the PUIC.

24. Recommending that Member Parliaments continue to build national capacities to respond to the demands and aspirations of their people.

25. Reaffirming the central role of good governance.

26. Mandating the Secretary-General of the PUIC to conduct a study and analysis to implement the mission statement of this declaration and report to the PUIC Presidential Troika within six months of the adoption of this declaration.
